What on earth does this mean?!

7d - Strong attack by general on team (9)

I don’t know how to approach this

22a - Policy group’s tip for fitting out aquarium? (5,4)

I have no idea for this one, and I don’t understand what the “?” Is for.

7 D. The definition is 'strong attack'. The 'general' (not military) gives you a five letter word, the 'team' is the usual four-letter word.

Was 6 A definitely 'sunset'? I think 'sunrise' would work for my answer! The 'let us hear' indicates 'sounds like' - and the answer sounds as if you are saying 'dear poet', to give a song/poem for sunrise.

19a - City’s grand boulevard makes a turn, not hairpin (6)

Does “turn” mean a reversal?

For 19 you need one letter for grand then a reversal of a word for a street, but a letter (representing a hairpin turn) is missing. It’s the name of a city.
