Only word which fits is STRONG; surely this cannot b right ?

1st letters of "government now organize rally to seem" backwards(returning leaders).

seems to be the general opinion that the setter or somebody made a mistake.

yes, STRONG obviously fits, but hardly worth a ST crosssword, unless it is to confuse deliberately
