Looks like Pennyroyal (a plant, but not sure how last bit of the clue fits).

i.e. Penny - Roy - Al (re the other bits of the clue).

The wordplay in the clue is referring to the street in Liverpool, not the song about the same street.

The rest of the clue (where extensions are planned) is preparing solvers for the fact that a number of other answers are Penny something or Royal something.
