"Anagram from as it were?" = 'sort of' (I presume given I have -O-T / -F).

And one I can't answer - "Channel island, a state" (4) = -O-A.

when people say "sort of" they can mean "as it were"
Also "Anagram from" is a "sort of" the available letters.
