There aren't many words that fit, but I can't see the wordplay.

The only word I can think of is BOBBIN which is no use.

Hi (The) Joker. Actually, very sure. The other words I've come up with from various Google searches are babbie, babbit, bebait, bobbie, and bobwig. Any good to you?!

I think it must be Bobbin
Squat = Bob (as in Bob down)
(B)ook I found (in)passenger boBbin
Passenger meaning onboard
Bobbin is a vehicle (apparatus)

Of course I could be totally wrong !

Chambers gives a few variations of a word meaning a trifling or insignifant amount (diddly squat?) bubkes, bubkis, bupkes and bupkis. You have the public vehicle there, but I can't account for the k - unless it's bk for book
