This took longer than usual, but I learnt a few new interesting words.
I have only one query regarding 28a the middle letter of which I cannot fathom. Is it an acronym I?H

I believe the reference to a Parliament House refers to Scotland and this is a Scots legal term. Wordplay is the last two words.

I had pencilled in ISH and have just consulted Scottish dictionary.
Too obscure for me. The rest of the crossword was mostly easy-going.

I agree. Chambers has it as meaning ‘expiry’ in Scots Law. New to me

It's a really arcane word and I feel that, for the definition, Mr M should have used the word 'expiry' as it appears in the BRB. Collins and ODE don't have an entry for it at all. I eventually managed to track down a def. using the actual word 'termination' in Dictionaries of the Scots Language: https://www.dsl.ac.uk/entry/snd/ish
