Can anyone give me hints on clue 83 Girl in Second place.... I can not "read" this one at all

I'm not sure if you saw my previous reply to your earlier posting on this or whether it proved to be of no help. I have therefore replicated it below in case you didn't see it and it may assist.

Seen previously - clue given as:
The girl in second place means the answer to Q2; then anagram the answer with rags; snap to it.
