The help that Alan and Julie had with their clues have helped me too and now I'm stuck with just one:

11 down: "Some states (13 or 25)" (7 letters)

I have I??A??D

the answers to:
13d is CAP
13A is CRISIS
and
25 is VOID

I am stumped!

About the only words that would fit there are INVALID and INVADED, but the clue doesn't seem to fit either. I suspect the figures are not clue numbers, but can't suggest anything.

Possibly invalid? Would fit with void in 25 but not sure about 13.
