This could be Wellington boot mark from move by man(4)ARC?. Mark from 'march', ie move by man? But what is the connection with Wellington boot (mark?) please

Arch also means leader/chief etc...boot mark (m) from move (march)...thats my interpretation !

I was somewhat surprised that no-one realised that the Arch referred to in the first clue is the Wellington Arch:
