Finished, but I'm struggling with justification!

Assuming beat/beta and boer/bore/ebro/robe are right. I'm left with abeb (a vest?)for month - 12d and ebor for primate - 21a.

Ebor refers to the Archbishop of York, who is primate of England.

Difficult without the full clues, but Ebor is how the Archbishop of York signs his name. A different kind of primate to the one you probably envisaged!

I'm thinking monkey for primate!
I had young greeks - ephebe (should be ephebi) as in the clue and plural, so abeb becomes abib, it all makes sense now.
