I too have he answer behave.

I am also struggling with 19a and 18d, but think 19a may be OUTCASTE (though I don't see what 20 turned has to do with it) and 18d - could it be something like Malayo, though again I can't see why.

18d is NAVAJO (anagram of 'o' and 'javan') so I think 19a could be OUTCASTE or something like it.

I thought of Navajo but I spelt(spelled?) it Navaho.
I can see now it is O(ld) Javan backwards

act(backwards) = behave

Just seen why it is OUTCASTE

Almost expelled is ousted (without the d) and this contains act backwards, which is behave.
