Am bogged down in a few clues.
27A Semi's occupant is a taffy (7) --u---r.
28A A jolly unfortunate arrow for some of the bands, etc (9) --mil--r-.
Thanks for any pointers, advice.

28a jolly =arm , unfortunate = ill , arrow =ary
