I had the same letters as you for 13d. The only thing I could come up with was \'jack-in-office. Presumably \'jack\' is a worker of the lower orders.

"Jack" can be a noun meaning.....self important minor official.

Chambers word wizard gives one meaning of shy as.....(Colloq) an attempt or shot.
