If you Google 'snell' and 'Scottish' you'll find a variety of examples of it, meaning 'biting cold'.

Snell is correct - cold wind or weather. It is in Chambers

The One-look Dictionary www.onelook.com gives "severe, harsh" as a meaning, especially in Scottish dialects - obviously not in your area.

I just googled it, and it is "biting cold" - not in Chambers, which is usually reliable with Scottish words
