does that answer (phenomena) really work for that clue? Shouldn't the clue be "wonders" to fit with phenomena?

Did you mean that, or was it just playing about with other words which have "a" for the plural?

Are there criteria by which the clue would work? Or is there such a criterion?

Chambers gives the following:

phenomenon or now rarely phaenomenon
noun (plural phenomˈena, sometimes used as sing in non-standard English)

The ODE (Oxford Dictionary of English) adds:

It is a mistake to treat phenomena as if it were a singular form, as in this is a strange phenomena.

You pays (sic) your money ....

In my Pocket Oxford Dictionary it gives Phenomenon as Wonder and gives Phenomena as the plural.
