14a - Is this sort of agent OC turning a contract? - I have ACT?N? which I now suspect is wrong. As usual any help welcome.

Actant is an agent. A contract without OC and r can be anagrammed to Actant.
Do not know how to parse.

The clue was actually “Is this sort of agent OC turning a contact?”, not “contract”, so it’s a “comp. anag.” type of clue. ACTANT + OC form an anagram of “a contact”.
