Ixion, I thought that too - but then realised that one of the doublers didn't follow the pattern of the others (ie it WAS ………, the statement). Hope this makes sense!

The wordplay in 16d is complete but the "last bit" is misleading. If it read "most of" it would work better.

It was 16 D I was discounting as the wordplay is there.

Thanks, I see what you mean. As you say, it does require an unconventional reading of "last bit".
