This is the second qualifying puzzle and I have managed to do most of it without much assistant

And
28 ac Soldiers in East allowed to fire, once?
I have ??E?E?T ELEMENT???

In the circumstances i would appreciate hints and nods ONLY but would be pleased to get a little help
