My usual trouble - clue solved but cannot work out why!

16 Across "A French city with inner river side by side" (7) - ABREAST - i.e."A Brest" (a French city) and "side by side" is the answer - but what's the link between "inner river" and the letter "A"?

Is it me?

This does not help, but, there is a River Aa in Northern France.
One "a" too many, though!
