Are you sure all your letters are correct?

According to the setter they are correct ,I am completely stumped .

A kind of Hibiscus maybe, as suitable letters are there, but I cannot find one that fits

I see "scabious" in there, too, but can't find the rest of the answer!

I could find both those words but couldn't get any further ,back to the drawing board as they say.

A shot in the dark:

If you take the letters of the word Hibiscus out of bathpubcoissies,
there remains letters that can make the word BOETSA - A place
in Northern Cape, South Africa. And I saw some pictures of
hibiscus (tree I think) growing there
To be checked though.....
