Looks like scramble, especially as it includes aa anagram of 'clamber' but if so, where does the initial 's' come from?

What's the parsing for 15 ac.- being a landlord primarily, my inebriated clients go home now?
It's clearly closing time, but what has that to do with landlords, etc?

I still can't figure it out properly, although I'd already seen it was an anagram of clients go with i m left over. But isn't inebriated the anagram indicator? If so, it can't be initialism fodder, surely.

"primarily" is the indication for the initial letters, as I said in post 6.

I did see your post - you haven't understood mine. I don't think inebriated can do double duty as initialism fodder and anagram indicator.
