20dn ( C*Y*N*E ) only seems to have one possible solution, as the Capital of a South American French Department. But what this has got to do with the subsiduary parts of the clue ( "letters natural gas and Tarantino, say" )???

Nothing at all! Letters 11 and 14 refer to their place in the alphabet, The answer is then a homophone. Hope this helps
