Just one clue not gelling:


'Public transport: complain bitterly on air', 4 down.

I know it's 'railway', the 'rail' is okay, but I don't get the 'air' bit in relation to 'way'. The rest fits.

A person can have an 'air' about them (the way they appear to others)

On air often suggests a homophone.
