As a rule I start by looking for clues in the title, so nearly went down the same route with the anagram of East Perry. A subject close to my own heart.It's an oblique hint, but, as Roy Walker used to say "It's good, but it's not the one!".

An entertaining tussle but lacking the elegance of Mass.
I found the 5up, 19down and 10mixed rather clumsy and I could have done without the search for a remote Honduran border municipality sporting the letters UUREY.
My main concern, however, is the two word phrase required for the centre. Is it the anagram of East Perry or the two words in the misprint definition? I'm assuming the latter, which again seems clumsy and either seems feasible. What's more, the latter doesn't appear in Chambers (or at least my edition) and I can't find either of the two definitions to match anywhere. It's a pity word lengths weren't given.
Perhaps i'm missing something?

The phrase around the perimeter is a definition in my Chambers. That's what I went for.
