I assume the 'fourth' means fourth letter of the alphabet hence 'D'

My thanks that was my guess also but as I said not enthusiastic. Or perhaps just me!!
However that was the last clue so onwards and upwards.

It's not D simply because it is the fourth letter of the alphabet but because rates or gradings are labelled A-rate, B-rate.... D-rate, hence D is the fourth rate.
