I don't get the "hard to touch" part of this clue, though I'm sure it's obvious!

"Easy to reach but hard to touch [4]"

Near also means stingy,mean- so 'hard to touch ' means hard to get a loan from.

I grew up knowing 'touch' = tap, borrow from, but it might not be known everywhere.
