The interrogative pronoun is WHO. Sounds like (say) HOO. An old stately home near Luton (now England's most expensive hotel).

The viaduct could be HOLBORN.

Westminster surname could be GROSVENOR (the family name of the dukes of westminster).

It also has a silent letter like the others.

I think terry is (almost always)right with GROSVENOR and HOLBORN (Old Holborn?).
Not great clues tho.

Holborn Viaduct Railway Station closed early in 1990. Holborn Viaduct is still there carrying the railway line. (I looked this up).
