Help, please. Completely stuck.

Clue: Returning coated specials in disarray, these provide paperless way of leaving your John Hancock at the post office.
3 words: 10, 9, 4. Have first two which is ELECTRONIC SIGNATURE & then for last I have _ A _ S.
Could it be laws?
