Please could someone parse this down clue for me:

Spring afternoon on vacation in Eastern China (7) - EMANATE

I see "Spring" as the definition but the rest of the clue makes no sense at all. Surely "afternoon" should be PM not AM, why is it backwards and what does "vacation in Eastern China" mean?

E - Eastern
Afternoon on vacation - A(fternoo)N
China - Mate (Cockney rhyming slang, China plate/Mate)
