Only one left but don't get it. 7 down is 'pound cut by british rail unusually' have l-b-a so must be libra, labia or lybia but WHY?

It's libra, which is a word for s pound (money) rail unusually - anagram, cut by B - british

Libra was the L in Lsd (Pounds shillings and pence) from the days when we used to have a currency and some people still understood Latin.
