As loverman says, "building" could be the noun ERECTION or the verb ERECTING, so it can't be resolved without the crossers (poor clue, then!)

Yes, the noun does fit better, but I have seen verbs defined as loosely in the past. I wouldn't be confident in entering either without the crossing letter.
