As loverman says, "building" could be the noun ERECTION or the verb ERECTING, so it can't be resolved without the crossers (poor clue, then!)

Though if it was resurrecting should the definition not be reviving rather than revival?

Yes, the noun does fit better, but I have seen verbs defined as loosely in the past. I wouldn't be confident in entering either without the crossing letter.
