Can anyone please parse this clue for me:

Bloomers to be worn for certain around new sports facility (7,6)

Pretty sure the answer is "Leisure centre" and I can see "sure" for certain and "lei" for a bloomer but as for the rest ...

yes lei + sure with recent (new) inside
