4d St having a position of control around land's borders- I thought answer was going to be Andrews, but I have final letter of " m" ?
23 d. N-B Is answer Nub, meaning bun backwards?
Any help appreciated, thanks

23D Meat and bread brought back (3) NUB is meat and is also BUN (bread) upwards.

For 4D "a position of control" is A HELM and land's borders is LD giving ALDHELM. See here:

11a answer is Basis. Meaning Root
Basi (l) pruned with s for small
