Cannot figure this out.

30A. Second string (from below) in settlement pharaoh left unfinished (8)

Hi, Sunray,

A Maori community is a PA, and a well-known pharaoh (without the last letter) is RAMESE(s). Putting these together gives a word meaning the string above the "mese", which is the middle string on a lyre.

The ninth letter in 9 down is an E, not an A.
