Of course you are right. Common sense says that if you want people to give the clue,answers should not be given unless they do. Most people must realise this but............

It seems that some people just can't resist giving answers with no clue provided. They must realise that they are encouraging posters to not bother with the clue in future. We must assume that they don't care about that.
This issue has been raised many times to little effect.
