These cross, so the second letters are the same.

I also thought foil but couldn't parse - can you enlighten?

I see that foil has been shown as an answer elsewhere but I cannot parse .

Foil could be parsed as FOI (freedom of information) + L (left corner of crossword?) I don't have the crossword...just a thought

The crossword has answers given in regional accents! 22d is in the SW corner so .............
