Three 'interdependent' clues fail me.
15 d Right individual arrested over substance (5) I have 'tenor'
21 d Winds up with unnecessary detail (7) I have ?e??l?s
21 a Announced votes on office operation (4,3) I have ?o?? (The 'o' assumes 'tenor' Is right) and j?b which I think must be job.
These have caused me two restless nights so help will be appreciated.

21 Nose Job, operation. It sounds like Noes/votes and Job/office.

15 Tenor is fine - One/individual, inside Rt/right.

Needless = Unnecessary
Detail = De-tail, remove the end/last letter, so Needles, winds up.
