No3. Apart from the fact that "caerphilly" contains "phil",the diminuative of phillip I can't see any connection with the clue.
Could the answer be "merthyr tydfil". The merriement bit is merth (sounds like mirth). little phillip is fil (sounds like phil). Can't really explain the painful bit,though the middle can (with imagination) sound like hurted.

I realised that I was stretching it a bit. How I saw "ache" in CAER escapes me. It must have been the shiraz taking over.
