Haven't posted for 2/3 weeks - recall last time concerned welsh town.

Have four-component phrase, and some familiarity with theme.

Stuck on some of clues particularly TLHC:

30a Decisive moment that hurts man in woman's embrace (8) SOW??TEM (jumbled entry)
28d Locations of combs? The first heap (5) E??LP (jumbled entry)
3d Star's right to board plane (8) A??N?E?? (jumbled entry OR normal entry with extra thematic letter)
11a Exclamation from Scot tucking into sweet Lozenge (6) (normal entry with extra thematic letter)
13a River current straddled by casablanca star (5) L???? (jumbled entry)

Any hints on any of these appreciated.

11. Troche and Cachou are both shown in Bradford's under 'lozenge'. Troche has 'Och', a Scottish exclamation. I don't know if the 'ach' in Cachou works as well? I have no idea about the extra thematic letter. This probably isn't much help - sorry!
