RIGA, LIMA and PISA all fit but I can't explain any of them !!

The other is 16A :
City states, two with gas (5)
I've got ?I?A?

Any Ideas

16a could be MILAN - MI is Michigan, LA is Louisiana and N is nitrogen...

14 a is Riga air (look) with g for gram inside
