On to a plan about Columbine's father(9)P?N?A?O?N
Other than 'pantaloon' fitting and its being an anagram of 'on to a plan', I can't find the connection with 'C's father'. Also, Pantalone was a character that had designs on 'C'! As you can see, I'm a little lost!

Google Pantaloon and Columbine and this Wikipedia entry tops the listings:

In the English Harlequinade, popular in 18th and 19th-century London, Pantaloon emerged as the greedy, elderly and overly-amorous father of Columbine who tries to keep the lovers separated and assists Clown in his cruel tricks.
