Two to go: I think 29a is tsar and 17d picketer. Am I right. Dreads person briefly turning to autocrat. / Strike supporter of ---- maybe harbouring yokel in East End. If I am right do not understand the parsing!

clue is "Strike supporter of 29, maybe, harbouring yokel in East End". Peter Tosh, e.g., is a rasta but that seems tenuous.

oh, duh, here's me thinking the answer to 29 was RASTA and not TSAR. gk is likely correct.
