It's far more likely to be LAPPETS which are decorative flaps or folds in a ceremonial headdress or garment.

On the other hand it could be LOPPERS which are used to prune shrubs in the garden.

It's all rather pointless without the clue isn't it?

or it could be leppers (a horse that jumps well)but without the clue ,who knows
