Special appetizer but not with local closed(4)
I have SHE-, and was thinking of "SHET", dial. or obs. form of 'shut', according to my old Chambers, but can't reconcile rest of clue.

"Whet" is an appetiser. Not "with" - i.e. w, special - s - instead, and "shet" is a local dialect word for "shut". All in Chambers
