I think I've got these right but would appreciate help with some of the parsing....

17a. Note the German state's deceit and find out how things stand (3,3,3,4,4) - SEE HOW THE LAND LIES (Find out how things stand)

I think 'State' and 'Deceit' might be LAND and LIES respectively, but that's it.

30a. Always Russian city about fifty years behind (11) - PERMANENTLY (Always)

Other than L (Fifty) and Y (Years), I'm at a loss.

23d. Flowering shrub arrived with note wrongly written up (8) - CAMELLIA (Flowering shrub)

This looks like 'Arrived' = CAME + 'Wrongly' = AIL (Up), but it leaves me with an L in the answer and 'Note' in the wordplay, which don't seem to match.

28d. Basic public relations following a model that's taking a little time out - PRIMITIVE (Basic)

I assume 'Public relations' is PR but that's it.

45d. True, a clue's never acceptable in society with cloying sentiment (7) - TREACLE (Cloying sentiment)

I think it's TR(u)E A CL(u)E, but why does 'Never acceptable in society' correspond to removing the letter 'U'?
