If 9d was 10 letters and not 9, I would suggest LANDHOLDER as Llandudno could be said to hold the word "land". It is a bit strained, I confess.

How about l(LAND)udno = "land" owner = LANDOWNER
tenant = someone who possesses land or property by private ownership (Chambers)?
A bit vague, eh?

I have managed to find the grid and clues online and I see that 9 down is indeed ten letters.

Having looked at a few of the across clues that feed letters in to the answer I see that LANDHOLDER will fit with the answers to those.
