Help appreciated parsing this....

43a. Man: regularly he's away close to Perth - that's one side of Scotland (5,2,3,5) - QUEEN OF THE SOUTH (One side of Scotland)

It looks like QUEEN + OFT (Regularly) + HE'S OUT (Away) + (pert)H - but I can't see how 'Man' is 'Queen' - what am I missing?
