Can someone give me a starting point please?
I went wrong somewhere - thought initially I or Y = 1,4 or 9 ??

Asking for a starting point isn't exactly divulging the "secret of the puzzle" . Listener police in action again?

Sounds like you are on the right track xwordfan. If you consider clues 12a, 22d, 19a and 17d in combination you should soon obtain values for I and Y as well as G, L and S. Then take a look at 17a, 13d and 21d.

For those who did not see my other post, at the risk of being annoying (but I think it's more important to respect the wishes of the setter of this fine puzzle), Elap pleaded:

TO WHOM IT MAY CONCERN

If anyone divulges the secret, they will be stripped naked, hung upside-down, and beaten on the soles of their feet with a dead carp.

YOU HAVE BEEN WARNED...

I am sure the "secret" involves what you have to do after you fill the grid, so I think we are good so far. Can we respect his wishes and not give away the secret, please, for once? If you are stuck, you can email me but Elap clearly does not want the secret posted.

crosswhit99 gives a great hint for the entry point to this puzzle. After that, if you follow the path of least resistance, you should find it fairly simple to deduce the letter values, one by one.

Thanks Demeter - that actually proved very helpful. Now struggling with the last part. Maths never was my strength!
