Chambers gives several meanings of "tenor" among them are general purport, drift, the subject referred to by a metaphor, etc, etc.

Can I check 16d with anyone? The clue is The Royal Navy in dance ready right away for this. I thought 'Hornpipe' but I have Soweto for 23a which gives me an o where the i of pipe should be. Which clue have I got wrong?

Hornpipe looks right.

RN (Royal Navy) in HOP(dance)+ IPE (Ripe{ready} without the R{right}).

I have sent the crossword in so can't remember what 23 across was but I know it wasn't Soweto. If you let me know perhaps I can help as I also got Hornpipe

Thanks AJT for the explanation for tenor (and Terry for confirmation of the logic behind hornpipe) and I agree with you Julia that
23a. West African country is following South African (6), leads to Somali
