I think that they're symbols of the Freemasons.

But where is the Royal connection? Not all of them were in the craft.

Arguably one could use a stone chisel to cut a straight line.A use of a ruler,in addition to it's normal use of measuring,is to make a straight line.
Am I "shoehorning"yet again?
